Starting from 8 July 2026, the United States Consumer Product Safety Commission (CPSC) will enforce a new rule requiring mandatory electronic filing (eFiling) of compliance data for all regulated consumer product imports. This regulation applies to all shipments, including those valued below the current 800 USD de minimis threshold. 

This development is set to transform the compliance landscape for global exporters, U.S. based importers, and logistics partners managing cross-border consumer shipments. 

Why This Change Matters 

The CPSC’s eFiling rule aims to strengthen product safety by requiring importers and brokers to submit key compliance documentation in advance of entry. U.S. Customs and Border Protection (CBP) will no longer permit regulated goods through the border without a valid Product Registry Identifier (PRI) or an associated digital certificate. 

This includes vapeselectronicschildren’s products, and many other categories. Even small parcels under 800 USD, which were previously exempt under de minimis thresholds, are now fully covered.
