The European e-commerce landscape is undergoing one of its most significant shifts in recent years. In October 2025, the European Commission unveiled the long-anticipated EU Delivery Act — a sweeping reform designed to reshape cross-border logistics and enhance the shopping experience for millions of consumers across the continent.

At the same time, the Cross-Border Top 100 Marketplaces Report 2025 revealed that Europe’s cross-border e-commerce has reached an all-time high of €356 billion in Gross Merchandise Value (GMV). This milestone highlights the scale and speed at which cross-border shopping has become an integral part of everyday life.

But what does this reform mean in practice — and how is NG-Terminal helping businesses prepare?

From Fragmentation to Alignment: What Is the EU Delivery Act?

The new EU Delivery Act aims to merge and modernise two outdated frameworks:

– Parcel Delivery Regulation (PSD)
– Cross-Border Parcel Regulation (CBPR)

These regulations were first introduced when cross-border e-commerce was far smaller in scale. Today, with next-day international delivery and seamless returns becoming the norm, the Commission recognises the need for a single, forward-looking delivery framework that reflects modern consumer expectations.

Key proposals of the EU Delivery Act include:

  • Transparent pricing: Uniform and clear cross-border parcel costs visible at checkout
  • Improved tracking: Harmonised tracking data for consumers and platforms
  • Aligned delivery networks: Stronger cooperation between public postal services and private couriers
  • Simplified returns: More efficient redelivery and returns processes across borders
  • Digital integration: Better interoperability between national systems

Why It Matters for Everyday Shoppers

For the average shopper in Europe, the impact will be immediate and tangible.

Gone are the days of unexpected charges, vague tracking updates, and confusing return policies when ordering from abroad. Under the new delivery framework, cross-border shopping will feel more like domestic shopping — with clearer delivery times, transparent pricing, and simplified returns.

This shopper-first approach is especially relevant given the rapid growth of platforms such as Zalando, Amazon EU, and niche European marketplaces, all contributing to the €356 billion GMV milestone.

Postal Sector Overhaul: Looking Beyond Parcels

The reform doesn’t stop at e-commerce parcels. In parallel, the European Commission is preparing to revise the entire EU postal sector, recognising that existing legislation no longer supports today’s digitally driven and highly international e-commerce environment.

A recent announcement from Ecommerce Europe outlines this vision:

“The EU’s postal rules must evolve to match the dynamic nature of e-commerce. We’re building a legal framework that fosters innovation, ensures fair competition, and reflects consumers’ needs.”

NG-Terminal is closely monitoring these developments, understanding that customs clearance, bonded storage, and final-mile delivery are increasingly interconnected within the broader logistics ecosystem.

Final Thoughts

Europe’s cross-border commerce is expanding rapidly, and the systems that support it must evolve in parallel. With €356 billion in annual cross-border sales, final-mile reform is not just timely — it’s essential.

The EU Delivery Act represents a significant step forward, prioritising shopper experience, logistical transparency, and regulatory clarity.

At NG-Terminal, we’re proud to be part of this transformation — connecting compliance, technology, and fulfilment to power the next generation of cross-border trade.
