The delay, while anticipated, was necessary. The UK and EU had yet to finalise agreements on two crucial pillars of the new system: 

  • The United Kingdom Internal Market Scheme (UKIMS), allowing trusted traders to declare their goods “not at risk” of entering the EU. 
  • The Simplified Processes for Internal Market Movement (SPIMM), designed to streamline GB-NI movements using digital profiles and reduced customs formalities. 

For many businesses, the delay provided breathing space. But for those who hadn’t yet prepared, it was a wake-up call. 

What Has Changed? 

The Windsor Framework creates a dual-lane customs system: 

  • The green lane for goods staying in Northern Ireland, with simplified checks. 
  • The red lane for goods considered “at risk” of entering the EU, requiring full customs declarations. 

To access the green lane and benefit from simplified procedures, businesses must: 

  • Register for UKIMS, certifying their goods as “not at risk.” 
  • Create a Trader Goods Profile (TGP) to facilitate SPIMM, which streamlines customs paperwork and processes.
