The e-commerce landscape in Europe is on the cusp of its most significant regulatory transformation in years. From 1 July 2026, the European Union will implement a €3 flat customs duty on all low-value parcels imported into the bloc. This development marks the end of friction-free parcel flows and will place new digital burdens on every cross-border shipment. 

According to the European Commission, this move is designed to create a fairer, more transparent customs system and to ensure non-EU sellers contribute equally to public finances. The €3 flat rate will apply per parcel, regardless of the declared value, removing the existing VAT exemption for items under €150. This means that every parcel must be accounted for, declared digitally, and traceable from origin to delivery.

How Does This Affect Sellers, Airlines, and Freight Forwarders? 

The answer is simple: dramatically. 

Every low-value parcel sent into the EU will now require H6 or H7 electronic declarations, which will need to be submitted prior to clearance. Data quality, origin traceability, and safety compliance (such as product safety codes) will become non-negotiable parts of the shipping process. 

As a result, the traditional direct-to-consumer airfreight model is becoming unsustainable. Airlines and forwarders are rapidly shifting towards Regional Distribution and bonded warehousing strategies. By consolidating parcels in bonded ETSF hubs near destination markets, businesses can process customs formalities in bulk, optimise last-mile delivery, and reduce the risk of border delays.
