On January 25, 2024, at the Shanghai Two Sessions, Mr. Yang Zhijian, the Party Secretary, Executive Director, and General Manager of China COSCO Shipping Corporation (China COSCO), shared exciting insights into Shanghai’s rapid progress towards becoming an international shipping hub. 🌍

Mr. Yang emphasized the crucial role of becoming a leader in the industry, advancing to higher levels of maritime services, and enhancing global resource allocation capabilities. He outlined the ambitious goals set in the “Action Plan for Elevating Shanghai’s Maritime Service Industry to Boost the Construction of an International Shipping Center,” issued in July 2023, defining development targets for 2025 and 2035.

Data ConnectivityMr. Yang stressed the importance of bridging data platform interfaces. He suggested that Shanghai focuses on integrating digital platforms between businesses and government entities, creating a seamless, digitized, intelligent, and eco-friendly ecosystem. This would foster industry-wide collaboration and innovation, contributing to a new era of regional and industry-wide cooperation.

Institutional Support: Mr. Yang urged the need for more institutional safeguards. Highlighting China COSCO’s efforts in promoting the digitization of the supply chain, especially in areas like blockchain bills of lading and paperless cargo release, he acknowledged the absence of a comprehensive set of legal rules for cross-regional, cross-sector, and cross-temporal digital supply chains. He recommended that Shanghai pays more attention to legislation supporting the new economic models in the shipping industry.

Smart and Green Transformation: The maritime industry is witnessing a profound transformation towards smart and green practices. Mr. Yang proposed increased institutional support and policy backing, especially tailored for the development of new economic models in the shipping industry. This, he believes, will strengthen the resilience and international competitiveness of China’s industry and supply chains.

In conclusion, Mr. Yang Zhijian emphasized, “An economic powerhouse must also be a maritime and shipping powerhouse.” He called for Shanghai to elevate its international shipping service capabilities, providing robust support for the high-quality development of maritime services. 🌐💼
