On 3 March 2025, updates to the Warehousekeepers and Owners of Warehoused Goods Regulations (WOWGR) officially came into force. According to The Bonded Warehousekeepers Association (BWA), HM Revenue & Customs is working closely with trade associations to support the transition – with a strong focus on due diligence and the launch of the Excise Trader Data Service (ETDS), which replaces the old UK SEED system.

Additional updates also cover Excise Movement Guarantees (EMG) – aiming to ease administrative burdens – and improved IT systems to support movement validation via EMCS.
